My Body Mass Index is 23.8. Will it make any difference in health if I bring it down to 21?

With regards to your health, the very low, fit fat level of 23.8 is just beautiful!  Bringing it down below that probably won't make an improvement in health - but bringing it TOO low can lead to health problems.  

If you're an athelete, body builder, etc., 21-25% is fine. Just remember, even professional weight lifters/body builders break down the muscle and start increasing their fat after the competitions!  They (being professionals) know what's what...and that should pretty much say it all.
