Friend in another country is near-penniless and can barely afford food. How can I help?

My friend, who is a university student who lives in Eastern Europe, is rather down on his luck at the moment; he is lucky to own his apartment, but his bills and tuition are being paid by his brother and he has essentially run out of money to eat.

This worries the crap out of me, of course, as I care very much about my dear friend, and I don't want him to starve.  What can I - a university student - do to help keep my friend adequately fed?  I'm willing to wire him a little money to help him out, but I don't know if that'll be enough to help him.

Well, there are all sorts of options for him to get more money, but your question is how to eat on little money!
If your friend is interested there's a great resource that was written for people in the US on a food stamp budget.  This can feed a family of 4 on $25 a week or so, so I'm sure it'll work great for a single guy.  It includes inexpensive sources of protein and vitamins, like powdered milk, ground beef, and canned fruits and vegetables.  I hope it helps--I am not familiar with what types of foods your friend may have access to. Also keep in mind that he must want to use these resources, shop, cook, etc for it to work--he must want this as badly as you want it for him ;)
