I am looking for a kids weight loss plan that incorporates options for kids to have treats, desserts of other food with friends or special occasions. I want my kids to still be kids and not feel different.

Can you recommend one?

You can always ask you childs doctor for a dietician consult. The dietician can figure out height and weight and calorie requirements. This might be too strict to follow, but it is an option.
There are a lot of kids that don't eat sugar snacks on a daily basis or even a weekly basis. Ice cream,cookies,cake,candy,fast food,and pizza should be allowed on special occasions only, especially if the child is overweight. Kids can still eat sweets and lose weight, its the total intake of calories that is important. Most snacks have calories unless you give them diet jello, pickles, or some other low calorie food. Just one 250 calorie snack eaten daily above what their normal calorie intake should be, can cause a 1-2 pound weight gain per month. Constant snacking causes the child to crave food and overeat.
One way to allow this in between meal snacking is by breaking up the daily meals into 5 smaller meals and incorporating the snack into the small meal.
If they go to a birthday party say once a month, then the snack won't lead to much weight gain, but if you give them snacks everyday, I fear they will not lose weight.
